At the moment, posting comments based on searched tags (like “Call of Duty” within the last hour) is limited. You can set search filters such as time range, but restricting actions only to accounts with 200 subscribers or less isn’t supported. Also, if one account comments on a video, other accounts may still comment on the same video. Hope this helps

That's an interesting question! I'm not entirely sure if there's a tool that allows you to directly post on search results like that, especially filtering by sub count. It sounds tricky to implement. However, regarding the second part, creating a script to check if one account has commented on a video before letting another comment would definitely be feasible. You'd need to track which videos have been commented on and then adjust the commenting slope of the other accounts accordingly! Good luck figuring it out!
